Latisha Head and Ashley McCoy, through each of their mothers, Shirley Russell and Shirley McCoy (collectively, “Head”), filed a complaint on December 13, 2004, against the Jackson Public School District (JPS), the City of Jackson (the City), the Jackson Police Department (JPD), Clayton Johnson, Marilyn Minter, and Michelle King (collectively, “JPS”).
