In March 1990, a personal injury action arising out of an automobile accident was brought against appellee Valentine Feti-soff. The GEICO insurance company (“GEICO”), which insured Fetisoff, subsequently initiated a declaratory judgment action in the District Court, seeking to obtain a determination of its liability under the insurance policy it had issued to Feti-soff.
