I. Introduction
On December 1, 2008, Plaintiff Bernard Scott (“Scott”) filed an amended complaint against Defendants Jeffrey Beard, David DiGuglielmo, John Murray, and A. Scott Williamson (collectively, “Defendants”) in their official capacities.
