THE COURT.*

On petition of Judge Marion E. Gubler of the Municipal Court for the Burbank Judicial District of Los Angeles County, we review a recommendation of the Commission on Judicial Performance that he be publicly censured for “wilful misconduct in office” and “conduct prejudicial to the administration of justice that brings the judicial office into disrepute.” (hereinafter wilful misconduct and conduct prejudicial) (Const., art.
