THE COURT.

The Commission on Judicial Performance (hereafter the Commission) recommends that Municipal Court Judge Richard J. Ryan, of the Roseville-Rocklin Judicial District of Placer County, be removed for “wilful misconduct in office” (hereafter wilful misconduct) and “conduct prejudicial to the administration of justice that brings the judicial office into disrepute” (hereafter prejudicial conduct).
