This case involves primarily the question whether disabled, blind and el derly persons who were receiving cash benefits in December 1973 pursuant to the New York Combined Program for Aged, Blind and Disabled Persons (AABD) * and who were transferred as of January 1, 1974 to the federally administered Supplemental Security Income (S.S.I.) program, ** are entitled to notice and a hearing before their cash benefits are reduced by federal agency officials.
