LETTOW, Judge.

In this military pay ease, plaintiff, Troy Allen Lewis, a discharged ensign in the United States Navy (“the Navy”) seeks back pay, including basic pay and allowances, from September 15, 2007 to the present. Am. Compl. ¶ 6, ECF No. 7. In the alternative to a portion of the back pay and allowances, he seeks severance pay. Id.
