RODNEY, District Judge.

This is an action for a declaratory judgment brought by Liberty Mutual Insurance Company (hereinafter referred to as Liberty),* a Massachusetts corporation, against Hercules Powder Company (hereinafter referred to as Hercules), a Delaware corporation, to have determined Liberty’s rights and responsibilities under a liability insurance policy issued by it to Hercules.
