By an Act approved June 19th, 1925 (Special Acts of 1925, p. 987) the common council of the city of Hartford was given authority to divide the municipality into districts and regulate the erection, construction, alteration, or use of buildings or structures and the use of land therein. It was provided, in § 3, that “such regulations shall be made in accordance with a comprehensive plan and shall be designed to lessen congestion in the streets; to secure safety from fire, panic and other dangers; . . . to facilitate the adequate provision for transportation . . . and other public requirements.…
