WOLLE, Justice.

Dunlap Care Center (Dunlap) appeals from the district court’s affirmance on judicial review of an agency decision of the Iowa Department of Social Services [department], now the Iowa Department of Human Services. The department’s commissioner had contended, and the agency and district court held, that Dunlap owed the department $11,171.38, the amount relatives of three medicaid patients had paid Dunlap so the patients could reside in private rather than semi-private rooms. We affirm.
