I. PROCEDURAL BACKGROUND

Plaintiff Jessie J. Barnes (“Plaintiff”), proceeding pro se, commenced this action on November 26, 2001, alleging various causes of action against numerous defendants arising from alleged assaults, the conduct of Tier III disciplinary hearings, failure to provide adequate medical care, and conditions of confinement.
