The General Accounting Office (“GAO”) is a legislative support agency responsible for auditing, investigating, reporting on and proposing improvements to the programs and financial activities of executive agencies in the federal government. In 1980, Congress passed the General Accounting Office Personnel Act of 1980 (“GOA-PA”), 1 establishing a personnel system for the GAO.
