MEMORANDUM OPINION

WALTON, District Judge.

The plaintiff, John Doe, brings this action against the United States Department of Labor (“DOL”) and Secretary of Labor Elaine L. Chao, 2 seeking both injunctive relief and damages for alleged violations of the Privacy Act, 5 U.S.C. § 552a (2000). Complaint (“Compl.”) at 1.
