The appellant applied to the court below for a writ of mandate, commanding the respondent, as controller of the state, to issue a warrant upon the state treasury for the amount claimed to be due on a certain bond and on certain coupons. Judgment was *285entered denying the prayer of the petitioner, and from that judgment he has appealed to this court.
