OPINION

MEROW, Senior Judge.

This government contracts case concerns an agreement for the sale of land from plaintiffs to the United States. The matter is before the Court on cross-motions for summary judgment. Defendant argues that plaintiffs failed to perform their obligations under the contract in a timely manner and that plaintiffs are unable to convey the exact property for which defendant bargained.
