Plaintiff-appellant Clinton Simpson, who suffers from alcoholism, brought suit under §§ 504 and 503(a) of Title V of the Rehabilitation Act of 1973, 29 U.S.C. §§ 794 and 793(a), alleging his discharge by defendant Reynolds Metals Company (“Reynolds”) resulted from discrimination against'him because of his alcoholism and violated the affirmative action covenant in Reynolds’ government procurement contracts.
