Per Curiam,

The Pennsylvania Public Utility Commission, of its own motion, on June 21, 1937, instituted an inquiry and investigation into the fairness, reasonableness and justness of the rates and charges of the Beaver Valley Water Company. After a number of hearings had been held, the commission on March 15, 1938, acting under the authority of section 310 of the Public Utility Law of May 28, 1937, P. L. 1053, fixed, determined and prescribed temporary rates to be charged pending the final determination of the proceeding, based upon what the commission then estimated to be the original cost of…
