Petitioner appeals a judgment dismissing his petition for judicial review of a final order and home site authorization of respondent, the State of Oregon through the Department of Land Conservation and Development (DLCD). That order authorized three existing parcels on petitioner’s property and the establishment of two additional dwellings under section 6(2) of Ballot Measure 49 (2007) but denied him an additional — that is, a fourth — parcel under section OIS).
