f dissent. The petition alleges that petitioner is the Attorney General of the State of Utah, a property owner and taxpayer of the state. That the Industrial Commission is a body corporate of the state and the individual defendants are the duly appointed, qualified, and acting members of the Industrial Commission of Utah. That the town of Scipio is a municipal corporation of the state of Utah, organized and existing by virtue of the laws thereof.
