Loevinger, Justice.

This case arises on an application by the commissioner of corrections for a writ of prohibition to prevent the respondent district court from enjoining an administrative action by relator. Because of the procedural posture of the case, we must take the facts from the complaint of the respondent Douglas C. Rigg in the court below, subject, however, to the rules of construction applicable to pleadings.
