Appeal from a judgment of the Ramsey County District Court entered pursuant to the court’s order granting defendant’s motion for judgment on the pleadings. We reverse.

On January 22, 1973, plaintiff Michael McKee addressed a letter to the Ramsey County Welfare Board seeking its approval of his request for reimbursement for the costs of the anticipated birth of his fourth child at a private hospital.
