Plaintiff Landmark Legal Foundation (“Landmark”) has moved for a preliminary injunction compelling defendant Environmental Protection Agency (“EPA”) to preserve certain records, expedite processing of Landmark’s Freedom of Information Act (“FOIA”) request, and produce certain records by 5 p.m. on December 24, 2012.
