Plaintiff, The Timken Company (“Timken”), commenced this action to challenge certain aspects of the Department of Commerce, International Trade Administration’s (“Commerce”) final results of the first administrative review of certain tapered roller bearings (“TRBs”) from Japan. Tapered Roller Bearings, Finished and Unfinished, and Parts Thereof, From Japan; Final Results of Anti-dumping Duty Administrative Review (“Final Results”), 56 Fed. Reg. 41,508 (Aug. 21, 1991).
