Plaintiff NSK Ltd, a Japanese corporation, is a manufacturer, producer and exporter of antifriction bearings (“AFBs”). Plaintiff NSK Corporation, a U.S. corporation and a wholly-owned subsidiary of NSK Ltd., is an importer and manufacturer of AFBs. NSKLtd. (formerly Nippon Seiko K.K.) and NSK Corporation (collectively “NSK”) move for judgment upon the agency record pursuant to Rule 56.2 of the Rules of this Court.
