It appears from the record that on July 17, 1911, the Idaho Glazed Cement Pipe Company, a corporation of the State of Idaho, entered into a contract with the City of Baker for the excavation of a trench and *375the laying of a new pipe-line in connection with the city’s gravity water system, according to the plans and specifications provided therefor, at an estimated cost of about $80,000.
