OPINION AND ORDER

HEDGES, United States Magistrate Judge.

INTRODUCTION

Anthony R. Mautone (“Mautone”) is a part-time United States magistrate judge sitting in the District of New Jersey. On March 18, 2002, Mautone was substituted in as counsel for defendant New Jersey Transit Rail Operation, Inc. Thereafter, plaintiff Gerard Dembowski made an informal application to disqualify Mautone. I denied that application pursuant to Order filed on March 6, 2002. In doing so, I relied on the “Conflici^of-Interest Rules for Part-time Magistrate Judges.”

Plaintiff has now made what he styles an “in limine ”…
