MEMORANDUM

LEGG, District Judge.

I. INTRODUCTION

The State of Maryland, like numerous other states, imposes certain requirements on charitable organizations that use the mails to solicit funds within the state. See generally Md.Code Ann. art. 41 §§ 3-201 to 3-219 (the “Solicitation Law”).

The Solicitation Law requires that charities that intend to solicit contributions within Maryland file an initial registration statement with the Maryland Secretary of State, and thereafter file annual reports.
