In this appeal from the Circuit Court for Montgomery County, 1 we are presented with an issue of statutory interpretation: Does a “probation before judgment” (PBJ) imposed pursuant to § 6-220 of the Criminal Procedure Article (CP § 6-220) constitute a “conviction” as that term is defined in the Maryland Commercial Driver’s License Act (§ 16-803(d) of the Transportation Article; TA § 16-803(d))?
