MEMORANDUM OPINION

Pro se plaintiff Cornell Cornish brings claims against the United States of America, the U.S. Patent and Trademark Office (“USPTO”), and then-USPTO employees Jon Doll, Harry I. Moatz, and James Toupin, each of whom is sued in his official and individual capacities, arising from the USPTO’s decisions to deny Cornish’s request for reinstatement to the patent attorney register.
