MEMORANDUM OPINION AND ORDER

BRADEN, Judge.

The Mississippi River Gulf Outlet (“MRGO”) is a 76-mile, man-made navigation channel that runs from the Gulf of Mexico to the Port of New Orleans. Plaintiffs have filed a class action for compensation alleged to be due, because of the taking of their property during Hurricane Katrina and subsequent storms, as a result of the construction, continued operation, maintenance, and dredging of the MRGO by the United States Army Corps of Engineers (“Government”).
