The substance of the material allegations in the complaint may be stated as follows: Benton, Hofler and Holland compose the board of education; Glenn is superintendent of public instruction; Jessup is principal, and Gatling, Parker and Wiley are the school committee. Ruth Hayes, 16 years of age, and Lois Hayes, 6 years of age, children of James E. Hayes, reside within the bounds of the consolidated district, are of good moral character, and are entitled to attend the consolidated school.
