I. INTRODUCTION

The pro se plaintiff, Emanuel Johnson, Jr., brings this employment discrimination suit against defendants Barrett Prettyman and Terry Wyllie for allegedly interfering with the plaintiffs selection for a position with the D.C. Office of the Inspector General (“OIG”).
