OPINION

BARRY, Circuit Judge.

On October 23, 1995, John Cadillac filed an application for Disability Insurance Benefits under Title II of the Social Security Act, 42 U.S.C. §§ 401-34. The Commissioner of the Social Security Administration (“Commissioner”) denied his claim on March 19, 1996. Cadillac requested reconsideration, which was denied on May 1, 1996, and an administrative hearing, which was held on June 17, 1997.
