NEBEKER, Chief Judge:
The appellant, Harold E. Baldwin, appeals a May 16,1996, decision of the Board of Veterans’ Appeals (BVA or Board) which held that a VA regional office (RO) rating decision of November 1956 did not contain clear and unmistakable error (CUE). The appellant filed a brief and a reply brief in support of his claim, and the Secretary filed a brief urging affirmance of the BVA decision.
