This is a pre-solicitation protest of the Department of Labor’s (“DOL”) decision to designate the contract for operation of the Montgomery, Alabama Job Corps Center (“Montgomery center”) as a small business set-aside. Plaintiff, Dynamic Educational Systems, Inc. (“DESI”), is the incumbent contractor.
