You have asked two questions which involve the interpretation and application of sec. 29.33, Stats. (the Wisconsin Limited Entry Commercial Fishing Program on Lake Superior), and Wisconsin Administrative Code chapter NR 25, which implements that statutory program. You note that the administrative rules limit the number of commercial fishing licenses on Lake Superior and that at times some Native Americans who hold a Wisconsin Commercial Fishing License claim additional fishing rights guaranteed by treaty.
