FINDINGS OF FACT, CONCLUSIONS OF LAW and REMEDIAL ORDER

ALLEN SHARP, District Judge.

The suit is brought under Title VII of the Civil Rights Act of 1964, 42 U.S.C. § 2000e et seq. (Title VII), and is based upon EEOC charges filed by certain of the Plaintiffs on September 21, 1969. The EEOC charges were filed against both Defendant Youngstown Sheet and Tube Company (Youngstown) and Defendant Local 6, Bricklayers, Masons and Plasterers International Union of America, AFL-CIO (Local 6), and alleged that because of Plaintiffs’ race, Defendants denied them the opportunity to move from the position…
