Introduction

Plaintiff’s complaint, as amended, alleges widespread discrimination against blacks in the union sheet metal trade in the Metropolitan Washington, D.C. area, in violation of Title VII of the Civil Rights Act of 1964, 42 U.S.C. § 2000e, et seq., as amended, and the Civil Rights Act of 1866, 42 U.S.C. § 1981.
