OPINION
FRIEDLANDER, Judge.
Irwin Mortgage Corporation, f/k/a Inland Mortgage Corporation (Irwin), ap peals the trial court's dismissal of its complaint against the Marion County Treasurer, the Marion County Auditor, and the Property Tax Assessment Board of Appeals (PTABOA) f/k/a Marion County Board of Review (collectively, Marion County). Irwin presents several issues for review that we consolidate, and restate as:
