These consolidated appeals and cross appeals consist of 38 petitions for review from orders of the Workers’ Compensation *195Appeal Board (Board) affirming, due to an evenly divided panel of eight commissioners, two sets of December 2008 orders of Workers’ Compensation Judge Pamela L. Briston (WCJ) in pension benefit offset eases.
