AMBRO, Circuit Judge.

The Government of the Virgin Islands appeals the District Court’s order: (a) enforcing the Settlement Agreement the V.I. Government previously entered into with respect to a tax dispute; (b) enjoining the Virgin Islands Tax Assessor from calculating real property taxes using a certain appraisal method; and (c) enjoining the V.I. Government from issuing tax bills based on tax assessments calculated in accordance with that appraisal method.
