Where tbe State Highway Commission, its contractors or employees, enter upon tbe premises of an individual under and by virtue of tbe power vested in tbe State by tbe provisions of tbe State bigbway statute, those so entering upon the lands of another are licensees. There is no allegation in tbe complaint that any part of tbe lands of tbe defendant bad been condemned.
