This case began as a damage suit against the City of Chicago, several Chicago police officers, the Cook County Sheriff, and certain county officials and Sheriff’s police officers for the alleged deprivation of Sandy Lewis’ constitutional rights in connection with his arrest and detention for disorderly conduct on March 28,1981.
