OPINION
RABINO WITZ, Justice.
When the Legislature created the Alaska Energy Center (Center), it mandated six general goals and appropriated six million dollars.1 The Center’s newly constituted board of directors (Board) immediately began to search for an executive director. Ten months and two hundred applicants later, the Board decided to employ Gordon Zerbetz, who was then beginning another six-year term as chairman of the Alaska Public Utilities Commission (APUC).
