The appellant, Doris M. Green, the widow of Korean-conflict veteran Dean L. Green, appeals a February 6, 1995,° decision of the Board of Veterans’ Appeals (BVA or Board) that found no clear and unmistakable error (CUE) in a February 1974 Veterans’ Administration (now Department of Veterans Affairs) (VA) regional office (RO) decision assigning a November 1973 effective date for total disability, and that found the appellant had not presented new and material evidence to reopen a claim for service connection for the cause of the veteran’s death.
