Before the Court is the defendants’ motion to dismiss or, in the alternative, for summary judgment. In an earlier Opinion and Order, the Court granted in part the defendants’ motion to dismiss. The Court deferred ruling on the motion for summary judgment, ordering supplemental briefs and exhibits regarding the potentially preclusive effect on this action of the plaintiffs juvenile delinquency adjudication in the Superior Court of the District of Columbia.
