MEMORANDUM OPINION

AMY BERMAN JACKSON, District Judge.

On December 12, 2010, plaintiff Elena M. Garabis filed her initial complaint against unknown officers of the Metropolitan Police Department (“MPD”) and against the District of Columbia. She brought one claim of assault and battery and two claims under 42 U.S.C. § 1983, claiming excessive force and unreasonable seizure in violation of the Fourth Amendment.
