ANGELINI, Justice.

Appellant, Bexar County, appeals an interlocutory order denying its plea to the jurisdiction and motion to dismiss.

Background

Bexar County filed a petition in district court to obtain judicial review of the Texas Workers’ Compensation Commission’s decision that Maria Lucy Garcia should receive compensation. Garcia counterclaimed, alleging that Bexar County violated the Anti-Retaliation Act by firing Garcia in retaliation for her workers’ compensation claim. See Tex.
