The appellant, James A. Neal, in his capacity as Executive Director of the Arkansas Supreme Court Committee on Professional Conduct, brings an appeal from the circuit court’s order granting appellee Jimmie L. Wilson’s motion to dismiss disbarment proceedings on the basis of the running of the statute of limitations.
