This is an appeal from a judgment directing issuance of a peremptory writ of mandate pursuant to section 1094.5 of the Code of Civil Procedure.

David Kikkert and Associates, Inc. (hereinafter “Kikkert”) holds a collection agency license issued by the Director of the Department of Professional and Vocational Standards (“director”) under the Collection Agency Act.
